As stated in the link below, "Data collection rule associations (DCRAs) are used to associate a DCR with a monitored resource."
In the question, it mentions, "You plan to monitor Device1 using Azure Monitor."
Therefore, Device1 is the monitored resource.
According to the following link, the correct answer is "D".
"DCRs associate to a monitored object, which maps to all devices in the Microsoft Entra tenant"

You can associate the Data Collection Rules (DCR) to the Monitored Object by creating Data Collection Rule Associations.

Data Collection Rules (DCRs) in Azure Monitor are used to define how data is collected from various sources and where it is sent. To monitor an on-premises device like Device1, the data needs to be sent to a Log Analytics workspace, which acts as the repository for logs and metrics collected by Azure Monitor. The workspace enables analysis, alerting, and visualization of the data.
answer is C
a Log Analytics workspace is used to collect and store monitoring data. When you create a data collection rule (DCR), you associate it with a Log Analytics workspace to define where the data collected from your monitored devices (including Device1) will be sent and stored.
You need of course a LogAnalytics Workspace, but that is when creating a DCR, you then specify where you want the logs being sent to. But you need to specify for which devices a DCR needs to be associated to. A device. Or multiple devices.

When you associate a Data Collection Rule (DCR) with a Log Analytics workspace in Azure Monitor, it doesn’t automatically mean that you can monitor your device. Answer is D
"...Data collection rule associations (DCRAs) associate a DCR with an OBJECT being monitored..." it's quite literal https://learn.microsoft.com/en-us/azure/azure-monitor/essentials/data-collection-rule-overview?tabs=portal#data-collection-rule-associations-dcras
Provided answer seems correct as per Microsoft documentation:
https://learn.microsoft.com/en-us/azure/azure-monitor/essentials/data-collection-rule-overview?tabs=portal#data-collection-rule-associations-dcras
D.
Data collection rule associations (DCRAs) associate a DCR with an object being monitored, for example a virtual machine with the Azure Monitor agent (AMA). A single object can be associated with multiple DCRs, and a single DCR can be associated with multiple objects.
