On a second note, we are using a virtual hub and each scale unit is x2. Meaning for 1 scale unit of vpn you have 500Mbps x2 this instance 0 and instance 1 allowing you to support 1Gbp per scale unit. So it should be 4S2S and 2 Exr

1 scale unit of VPN = 500 Mbps. 1 scale unit of ExpressRoute = 2 Gbps. Example: 10 scale unit of VPN would imply 500 Mbps * 10 = 5 Gbps. https://learn.microsoft.com/en-us/azure/virtual-wan/virtual-wan-faq#what-are-virtual-wan-gateway-scale-units
