Schedule Assistance *can* use preferred resources for a specific requirement. But that's optional. So should be No. https://learn.microsoft.com/en-us/dynamics365/field-service/resource-preferences

I understand your point but even though that can be changed it displays resources first. The same article says this: Preferred The schedule assistant displays preferred resources FIRST in the Gantt view if they match all other requirements and filters. It also shows a heart icon next to their name. I'm getting confused by this statement but it also says that they need to match all other requirements so its not preference over requirements >.<
