1st one is False. GitHub is primarily a repository hosting service, it offers some authentication features, it is not a dedicated identity provider like Azure AD

NYN GitHub surely isn’t an identity provider. A modern identity provider should manage authentication and authorization but auditing might be manages by a separate system.
