Disregard my previous discussion, Answer that makes sense here is 1) Create a SQL 2019 AG on VM1 and then use 2) Distributed availability group for actual cutover/migration

I will go with this one, too: Preparation: Upgrade the on-premises SQL Servers to SQL Server 201 To perform a migration: Distributed availability group This question is tricky IMHO. You can actually add SQL Server 2019 as a third replica to existing SQL Server 2017 AG. You can failover to it (can't failback, but we don't need failback anyway). But then in this case, what to use to perform migration, out of given options ?

also from the link sca88 posted, regarding different version of sql server in the same or distributed availbility groups - "Distributed availability groups in SQL Server 2017 or later can mix major versions of SQL Server in the same distributed availability group. The AG containing read/write primary can be the same version or lower than the other AGs participating in the distributed AG. The other AGs can be the same version or higher. This scenario is targeted to upgrade and migration scenarios. " that also emphasize why the answer in the comment above me is the correct one. which hints that the those are the two correct answe
