C is correct. Only they should be in the same region. Other parameters do not matter. Disk 1 & Disk 2

I also tested it and i can only choose the disk in the same availability zone. Correct answer is A.

If no zone is specified for the resource it can be placed in any availability zone and this means the disk can be in a different zone then Zone1 I vote for A
