Ok, disregard my previous comment, that's wrong. The priority scheme I was referring to was for STANDARD deployments, not LAYERED deployments. So I think the answer given on the site is correct.

I think the answer should still be no. In the link you provided, it says: "For example, if two layered deployments have a module or a route with the same name, the layered deployment with the higher priority will be applied while the lower priority is overwritten." https://learn.microsoft.com/en-us/azure/iot-edge/module-deployment-monitoring?view=iotedge-1.4#layered-deployment

Should be: No, No, No. Link: https://learn.microsoft.com/en-us/azure/iot-edge/module-deployment-monitoring?view=iotedge-1.4 In this case, device "Device3" is running deployment "deploy2" because it has a higher priority than "deploy3". "deploy2" does not deploy module "Module2", ergo the answer for part 3 is "no"
