It should be D, Serverless is an vCore-based Purchasing Model Plan. For ensuring failover without data loss and maintaining availability during zone outages go: Azure SQL Managed Instance Business Critical. Serverless is designed for cost savings and is more suited for workloads with intermittent, unpredictable usage patterns.

I would go for D but im as confused as hell and honestly when we do this in real life we have all resources from People, online doc etc and even discuss with MS... this is the ONLY question i see answers split 50% for A and 50% for D...Now i conclude that Microsoft is truly a lame duck :)...
