The answer must be D. 18, when saved, creates 19 then after restore creates 20

If the version stayed at 18 you would still be missing a screen using the logic for selecting answer B

The Answer must be D. Each time we save it we can find a new version is created. After saving first time it becomes 19. Now when restoring the version will make it 20.

B is the best possibility. Developer published version 18. Later, they accidentally deleted one screen but they just saved. Saving won't increment version. So, 18th version is still best version. They don't need to publish. Question is misguiding us by mentioning which version it will be. Exam is trying to check our knowledge whether we publish or not. In this scenario, we don't need to publish again as those are intermediate changes. other way to look at is 18.1 is not a right answer as there is no minor version increment in power apps versions. 17th is not a right answer as the version should be either 18 or higher.
