Y, N, N App makers create System Views. Personal Views are created by Users System views are views that are created by your administrator and shared with you. You typically can't modify them. However, you can create and manage personal views. Personal views are available to you only unless you share them.

Sorry I was wrong. Yes - No - No No- An App Maker can create and manage personal views, which are only visible to the App Maker unless they share them with others. However, an App Maker cannot create or edit system views, which are created by the administrator and shared with all users.

3- No . An app maker needs to publish form changes for new columns to appear. If the app maker adds new columns to a form, those columns will not be visible to users until the form is published with the changes. Once the form is published, the new columns will be visible to users.
