I think that correct answer is C and A. D is not possible as there is no option for report setting in PBI Service

I would vote for A & D as they are the proposed solutions modifying the Report Settings. We are looking to prevent export for a report and modifying any dataset setting could impact not only the specific report but other reports using that dataset. The Data Load settings has nothing to do whit users exporting data but with data being loaded into the report

I think D is not correct, there is no such an option in Power BI service to disable export only for one specific report. Admin can disable or enable it for entire organization or specific groups.
