Answer is wrong. I should say priority 20, because it should not overwrite and properties.desired.reportingSettings.

Higher value is higher priority. https://learn.microsoft.com/en-us/azure/iot-edge/module-deployment-monitoring?view=iotedge-1.4#priority So I would go with priority 1
