Incorrect. Should be Yes/Yes/Yes, because "Block everyone" excludes the content owner, last modifier, and site admin, per https://learn.microsoft.com/en-us/microsoft-365/compliance/dlp-policy-reference?view=o365-worldwide#actions

It is question if there exists permission "owner" on Sharepoint file, User1 is rather Author User2 is content owner (member of owner group of site) and last modifier. So it should be: NO, YES, YES
