No Storage is PaaS. because you are not managing the OS and Virtualization layer. IaaS need to manage OS by your self.

Be aware, storage is PaaS and IaaS, for example FileShare is IaaS, you need to manage the mount, disk space and so on. Blob storage is PaaS, it scale in size automatically, and so on.

For 1st option, as I understand it should be IaaS as it doesn't mention if it is a storage of structured or unstructured data. Assuming it is unstructured.
