Anyone have a reference for where this answer is from? Best I could find in the manpages was that if rootdn/rootpw aren't defined, the system falls back to SASL.
While the config backend is always present inside slapd, by default it is only accessible by its rootDN, and there are no default credentials assigned so unless you explicitly configure a means to authenticate to it, it will be unusable
I think answer B is correct.
