answer is /etc/cups/, and apart from the fact that there is a space wich makes 2 answers, there is no "/etc/cups/cups-files.conf" (at least not in centOS), the nearest would be /etc/cups/cupsd.conf, but it is still a path to a file, not a directory
The directoy is: /etc/cups/
The configuration files are:
cups-files.conf - file and directory configuration file for cups
cupsd.conf - server configuration file for cups
Just in case someone encounters a question regarding the name of the cups config files and their purpose
