After issuing the command `vi` without any additional parameters:
D. vi starts in command mode and opens a new empty file.
When you simply run `vi` with no file specified, it opens a new, empty file in command mode, and you can start creating or editing a new document from scratch. If you want to open an existing file or load the last file used, you need to provide the file name as an argument to `vi`.
