D is the correct answer: Weight, LP, Originate, AS-Path Length, origin-type, MED, Path, next-hop igp metric, multipath, age, router's id, minimum cluster-list length and neighbor's ip address

Agreed. The router ID is evaluated before the cluster length, so C is incorrect.
