I think that only B is good. R1 and R2 are going to be respectively DR and BDR cause of the priority value (255 and 254). R3 and R4 will be DRothers. This mean that A is wrong. C is also wrong beacuse R3 and R4 will not form full adjacency (only 2way state) cause they are DRothers and it also told us that answer D is wrong. So we can assume that B is good answer maybe because we can see that DR and Drother router know about all neighbors so it has complete database.

The correct answer is B not because the other ones are wirng and by elimination we arrive at the correct choice. The real reason is that Link State Routing Protocols indeed have a complete database depicting the whole network shared and synchronized among anyone router, that is, this is a fundamental building block for a Link State Protocol.
