If the user entered configuration mode using the CONFIGURE command, and that user was the FIRST one to modify the ACTIVE configuration at that moment, then:
Answer A is correct. As far as I know, ONLY the first user can enter configuration mode in EXCLUSIVE mode and lock out all other users;
Answer B is correct. If the first user modified the ACTIVE configuration and created a CANDIDATE configuration, this one is the CANDIDATE configuration for all other users who log in to the device and enter configuration mode after the modifications. At this point, no one else can enter in EXCLUSIVE mode and in PRIVATE mode as well, since it is now impossible to have a copy of the ACTIVE configuration and modify to it to have a private CANDIDATE configuration;
Answer C is not correct. Anyone can log in to the device when someone else is modifying its configuration, whatever the way he/she’s doing it;
Answer D is not correct. If the first user entered configuration mode NOT EXCLUSIVELY and NOT PRIVATELY, anyone else can enter configuration mode using the CONFIGURE command as well.
