Software Development and IT Operations are not the same, but wiling for the great combination to shorten the system development life-circle which provides best continuous delivery with high software quality. Simply best short, if we have live "CI/CD" it means we have two different teams and sort of tools in one location processing one goal in the very best way. DevOps == "Development" + "Operations", two different teams integrate to process CI/CD Pipeline/Life-circle. Chefs and Waiters serves one purpose but with different tasks being delegated to each team.
A and D. Operation and Dev are identical because this is the desired state of CI/CD. Once Dev branch passes tests it is promoted to the ops. Remember in DevOps world there's no border between Ops team and Dev team. It is one team.
