This is a tricky question, because the problem could be having several interfaces with the same subnet, so it coul be necessary to configure ospf ptp interface. Check the explanation: https://forums.juniper.net/t5/Routing/OSPF-adjacency-stuck-in-Exstart-state/td-p/310819
