You are creating an LDP-signaled Layer 2 circuit between two sites. Site1 and Site2 use different VLAN IDs to connect to your PE devices. In this scenario, which encapsulation type must be used on the logical interfaces?
Referring to the link shared by DirkBaert. it says vlan-ids must be same in case of CCC. So it should be TCC.
Configure the logical unit of the customer edge interface with a VLAN ID:
NOTE: The VLAN ID cannot be configured on logical interface unit 0. The logical unit number must be 1 or higher.
The same VLAN ID must be used when configuring the customer edge interface on the other PE switch.
Translational cross-connect (TCC) allows you to forward traffic between a variety of Layer 2 protocols or circuits. It is similar to its predecessor, CCC. However, while CCC requires the same Layer 2 encapsulations on both sides of a router (such as Point-to-Point Protocol [PPP] or Frame Relay-to-Frame Relay), TCC lets you connect different types of Layer 2 protocols interchangeably.
