Actually, I don't see gre tunnel turns down when the hold-timer expires.
When show interface gre detail, status of gre tunnel still is Up/Up, only one thing is different:
Addresses, Flags: Dest-route-down Is-Preferred
So do you think B is the correct answer?
What about C. When hold-down timer expires, the static route with next-hop of gre tunnel will be removed.
A and B are correct
even the gre interface is up with the show interface terse, it is marked down in the show interface extensive command. Also, no need to configure oam on gre to mark gre tunnel up.

NOTE: When the hold time expires:
The GRE tunnel will stay up even though the interface cannot send or receive traffic.
The Link status will be Up and the Gre keepalives adjacency state will be Down.
