The bgp session is established because the peer is reachable through the IGP then the correct answer is B.

Suppose MPLS is down then still BGP can receive and transmit VPNv4 Label/route to either side because IGP is making BGP to be in Establish state. And now if IGP is down then VPNv4 BGP Connection will not be be established. So, Correct answer is A.
