MED doesn't have to be carried in every BGP update (sometimes it doesn't exist). The next hop must ALWAYS be carried in every update, just like the AS Path and the Origin. Of note is the fact that the next-hop isn't used in the next path calculation, it just needs to be valid.

I think this is the correct answer. Because the choice of the path is determined by the attributes: 1.next-hope 2.local pref 3. AS-Path 4.origin 5. MED
