Correct answer seems to be D DROther devices form the two-way neighbor state with all other DROther devices

Definitely wrong!! Answer is D. DROTHER—The router is neither the DR nor the BDR on the network to which this interface is connected, and it establishes adjacencies only with the DR and the BDR. Cisco: https://www.cisco.com/c/en/us/support/docs/ip/open-shortest-path-first-ospf/13689-17.html

I agree with MA, the answer is DROther because it's the neighbors that are DR and BDR. Hence, the state in FULL.
