By default, the GRE-encapsulated packets are dropped if the packet size exceeds the MTU setting of the egress interface. Use the allow-fragmentation option to enable fragmentation of GRE-encapsulated packets regardless of MTU value.

It should be C. You can enable PMTUD but under system internet-options

Agreed that both options would work but PMTU is the better choice as Fragmentation is not desirable

It seems better answer D, Path-mtu discovery is disabled by default on GRE tunnels but can be enabled and dynamically will calculate the max size in order to prevent the fragmentation,.
