A because you can add policer directly on the interface instead of via FF... from doc: "Because of the order of policer and firewall operations, the input policer is executed before the input firewall filter." https://www.juniper.net/documentation/us/en/software/junos/routing-policy/topics/topic-map/policer-usage-multifield-classification.html
