So it says "at the application level" and "parameters and SLA compliance of application traffic". Despite JUNOS monitors and routes based on network conditions, AppQoE does it based on application parameters so my bet that the correct answer is A.

course notes specifically state AppQoE: Routing based on network conditions to improve user experience. And: AppQoE: Routes application traffic across redundant paths based on network conditions. I think the key here is "network conditions". On that basis I would choose C over A.

From the link provided: AppQoE monitors the performance of applications, and based on the score, selects the best possible link for that application traffic in order to meet performance requirements specified as in SLA (service-level agreement). Therefore I would go with answer A.
