there is no "set date ntp operational" command, however set boot-server 172.25.11.254 would synchronize with NTP upon reboot

Can only issue "Set date NTP" from ">" prompt not withing Config mode "#" , so the qquestion shown is somewhat misleading
The answer is C - with A the full command will be set date ntp <server IP> - whichi is not there
B - you dont need the key to synchronise
D - if you reboot it wont pick up a NTP server to star the sycnh

Force system date and time to update to NTP server values. The device date and time are synchronized with the NTP proposed date and time even if reject is set as the action and the difference between the device time and NTP proposed time exceeds the default or the configured threshold value.

This will force the update with the server even if exceed the 1000 second threshold
B could only be the right answer if the NTP server is authenticating NTP clients. As there is no mention of that in the question hence just simply defining the NTP server and referring to it through the set ntp date command would all that would be required.
