Answer is B - User Guide: If no reply (accept or reject) is received from any of the listed authentication methods, the Junos OS consults local authentication as a last resort.
here in this question there is reject reply that means
B- Users are not prompted for a local authentication password.
B is the answer, Local Auth is not included in the authentication-order. It will only consult the local auth if it doesn't recieved any reply from the RADIUS and TACAS from a certain time. In this case the RADIUS and TACAS rejects the Authentication therefore no need to consult the local auth.
Once you are rejected, the process stops. Therefore, if you are rejected by RADIUS, the tacacs server will not even be tried, nor the local database.
If however, there is no answer because radius and tacacs are not available, then you would be using the local database.
In Junos OS, if password (local password authentication) is not in the authentication order and LDAPS, RADIUS and/or TACACS+rejects the authentication, the request ends with the rejection.
In Junos OS Evolved, if password (local password authentication) is not in the authentication order and RADIUS and/or TACACS+ rejects the authentication, Junos OS Evolved still tries for a local authentication check.
