Answers is A. Nowhere they mention something about upper limit, so the "up to .. " statement is not valid

D is the correct answer: https://www.juniper.net/documentation/us/en/software/junos/routing-policy/topics/concept/policy-configuring-route-lists-for-use-in-routing-policy-match-conditions.html Table 2. clearly indicates what the correct answer is. longer DOES NOT include the specified prefix

Never mind, the answer is A, there is a question on the 104 that states just longer, that is very similar to this question.

A. Is the correct answer as the the question states ORLONGER. D. would have been the correct answer if the question states LONGER

The answer is A . Read the question, I wrote orlonger in capital just for emphasis. Which statement is true about the ORLONGER route-filter match type? if the question were "longer" then the answer would be D. I see the question on the Voucher assesment test and appears "longer" and therefore D is correct on the Voucher but in this question is "orlonger" so that the answer is A.

From Juniper documentation: orlonger All of the following are true: The route address shares the same most-significant bits as the match prefix (destination-prefix or the source-prefix). The number of significant bits is described by the prefix-length component of the match prefix. The route’s prefix length is equal to or greater than the prefix-length component of the configured match prefix.
