I think is C, A has some issue.
if the spine learned MAC by signaling, all the nodes should learn too, no matter what about host1 to host2 have traffic or not

I guess, C is the right answer. I have never seen some type of "query" statement in documentation. Local MAC's are learned by any sort of L2 traffic between VTEP and host. Then Local MAC is advertised by Type-2 Routes to another VTEP's in VNI
