IP tunnel carries only IP protocol. GRE tunnel doesn't care about underlying protocols. Original TTL value is decremented on IP-tunnel encapsulation.

The encapsulator does not change the inner IP header, except to decrement the time to live (TTL), and it remains unchanged during its delivery to the tunnel endpoint. A is the correct answer
