Given answer is correct. the from statement does not have a then statement; it has two close brackets after the then statement. So it will now look for the next then statement which is a reject. Secondly a then statement without a from statement is a catch them all ....so all other routes are also rejected.

I think answer exactly: All route 172.27.0.0/24 or longer is reject NOT all route.
