So to clarify, only (1) of the answers is correct. For (b) to be correct, you would need to change reject to -> discard

Actually, you are right. The default action (anything not hitting the only term in the FW filter) If no terms are matched, the switch discards the packet by default. See: https://www.juniper.net/documentation/en_US/junos/topics/concept/firewall-filter-qfx-series-overview.html
