Correct answer is C. Preferred is used when you sent the packet to the same network, primary is used when you send the packet to a REMOTE network, like the question said

lowest ip address is selected by junos per interface so .100 is used by default so you use the preferred keyword to change it to use any address other than the lowest in the same subnet of course.

An interface’s primary address is used by default as the local address for broadcast and multicast packets sourced locally and sent out the interface. An interface’s preferred address is the default local address used for packets sourced by the local router to destinations on the subnet.
