Highest Local Preference: ISP 1: 100 ISP 2: 100 ISP 3: 200 (Highest) ISP 4: 150 Since ISP 3 has the highest local preference, it will be selected as the best path.

Answer is D. In order of preference of BGP path selection, Local preference comes before AS_Path BGP path attributes
