When persistent MAC learning is enabled, the switch retains the MAC address of the host on the original interface. If the host is connected to a different interface, the switch still expects the traffic to come from the original interface, causing dropped packets. Clearing the persistent learning table will allow the switch to relearn the host's MAC address on the new interface.
