R1 was started at 4:00 PM. R2 and R3 were started at 6:00 PM. R4 was started at 10:00 PM. All routers are in Area 0 and there are no point-to-point links.

OSPF DR election does not preempt. R1 starts first and becomes the DR. Others start later. Even if their priorities are higher than R1, they cannot preempt to become the DR.
The designated router (DR) election process in OSPF is determined by the following criteria, in order:
Highest OSPF priority:
R1: Priority 32
R2: Priority 64
R3: Priority 1
R4: Priority 64
R2 and R4 have the highest priority (64), so the tie is resolved by the next rule.
Highest Router ID:
R1: 192.168.1.1
R2: 192.168.1.2
R3: 192.168.1.3
R4: 192.168.1.4
Between R2 and R4, R4 has the higher Router ID. However, R2 was started before R4. The DR election process prefers an existing DR over a newly started router with equal qualifications.
Timing:
Since R2 started earlier (6:00 PM) than R4 (10:00 PM), R2 retains its role as the DR.
OSPF will re-elect the DR or BDR only when you do clear ip ospf process
