Weird question as they mention what indicates the issue/problem. But that its answer C, as braces {} indicate it is comming from a confederation is not an issue.., but more an observation.

{ 65137 65224 } means that the route is be aggregated by 65000 and the contributing routes for 10.10/16 in AS 65000 are coming from 65137 and 65224.
