Ok missed the preference 10 setting before the static route...so missing bracket does fix issue and makes the qualified next hop preferred.

I am confused a static by default has a route preference of 5 so if there is a missing bracket associating the RP 6 to qualified-next-hop then it would not be preferred as lower route preference is better. If the bracket is not missing then it would be two equal cost paths so random????
