This must be very old question. Junos REST API is available from release 14/15. EX devices did not have releases higher than 12 because they were very oldfashioned pieces of hardware. But few years ago when Juniper started EX4300 and QFX series it has version 15+.
In the Juniper Open Learning (JNCIA-DevOps), in module 11, slide 3 has information below:
REST API interface for Junos * Currentrly supported on the MX, M, T, PTX and SRX series platforms
But, this page says:
to configure the REST API on a Junos OS device.
Requirements
routing, switching, or security device running Junos OS Release 14.2 or later is required.
