Correct answer is C, FTP ALG is required because FTP uses different ports for control and data (negotiated through the control connection). Reference: https://www.juniper.net/documentation/us/en/software/junos/alg/topics/topic-map/security-ftp-alg.html D is wrong because connection is initiated on client side.
