"System testing is typically carried out by independent testers who rely heavily on specifications. Defects in specifications (e.g., missing user stories, incorrectly stated business requirements, etc.) can lead to a lack of understanding of, or disagreements about, expected system behavior. Such situations can cause false positives and false negatives, which waste time and reduce defect detection effectiveness, respectively. Early involvement of testers in user story refinement or static testing activities, such as reviews, helps to reduce the incidence of such situations. "
This information is found on Page 62 of the syllabus.

This provides a completely separate entity that isn't influenced by internal development biases or pressures. This achieves a high level of independence.
Answer A) is recorded as correct here, contradicting the syllabus - still, Answer B) is the most logical (without having read this or anything - the question is about "the HIGHEST level of independence" - that is of course when the system is tested by people who are otherwise not involved with the development.
Would B be the correct answer to this question? Thet way the question is being asked is just so confusing. And it doesnt specify anywhere in the syllabus if for different test levels what the highest level of indendence would be. It only specifies in general what are from low to high the independence ....

C. CORRECT. Internal testers knows the project background and will not be bias.
