Answer is D.
Though the option C appeared to be correct, as the question says 'provide MOST independence' , and with option C (final days of each sprint) there are possible problems like time pressure, relationships, lack of understanding.
From the syllabus: "Other Agile teams retain fully independent, separate test teams, and assign testers on-demand during the final days of each sprint. This can preserve independence, and these testers can provide an objective, unbiased evaluation of the software."
Note the use of the word 'fully', the third option in the syllabus ("testers are assigned to Agile teams on a long-term basis, at the beginning of the project") does not have this terminology and the question stipulates 'most independence'
