With regards to physical security, the MOST critical element of an organization’s recovery plan is to restore power (Option D). In a disaster scenario or other physical security incident, it is likely that power to the organization's facilities will be lost. Without power, other critical infrastructure elements, such as the network, communications, and monitoring systems, may not function properly or may not be accessible. Therefore, restoring power is essential to ensure that these other critical elements can be restored and the organization can resume normal operations.

Because without power the door cannot lock properly; communication can be established only if power supply is available. So, restoring power is more important to restoring communication as communication will depend on power.
