I'm thinking Uninterruptible Power Supply (UPS) is a subset of Digital protection and control devices, which in my mind make A correct, when protecting from utility supply interruptions like power loss and brown-outs.
It seems C is the best answer. The question asks about limiting utility supply interruption. Utilities are electrical, plumbing, hvac. Someone starts messing with a valve, breaks it, causes an outage. The Chernobyl reactor explosion happened during a scheduled test. I say don't let anyone access the utilities unless there is a valid reason, that would be the place to secure.
