I don't know if these questions are gotten from past CCSP cert exam, this question would be have been logical if it said what the priority of the small-sized company is.
Moving to cloud doesn't improve security posture, with cloud since trust boundary changes you might need to invest additional money to be just as secure as on-prem.
I guess A is the right answer. companies spend a lot to comply with regulations, cloud provides lot of controls at a fraction of price. e.g SOX requires record to retain for 7 years, in cloud this can be achieved by minimal cost as opposed to on-prem
